The UNDP Regional Human Development Report "Living with HIV in Eastern Europe and the CIS - the Human Cost of Social Exclusion" was launched on 10 December, in Moscow, at the RIA Novosti Press Agency. The launch was timed to take advantage of the unique communication window falling between World AIDS Day on 1st December and the 60th anniversary of the Universal Declaration of Human Rights, also on the 10th.
