The initiative “Coordination in Action: Applying the Three Ones Principles in the Russian Federation” was launched jointly with the Russian Government and UNAIDS in 2005. The initiative, funded by DfID, Sida and the U.S. Government, aims at promoting and facilitating a major change in the national HIV/AIDS response towards a multisectoral, well-coordinated and expanded response with the “Three Ones” as the guiding principles.
The principles are recognized as guiding principles for ensuring an effective scaled up response. The “Three Ones” are:
· One AIDS Action Framework that provides the basis for coordinating the work of all partners
· One National AIDS Coordinating Authority with a broad-based multisectoral mandate
· One country-level Monitoring and Evaluation System
